Mogilev explained how deputies are excused from criminal liability for road accidents
The law enforcement system of Ukraine is ineffective; investigations into road accidents last for years and in half of the cases end in nothing, which gives rise to new violations.
Former Ukrainian Interior Minister Anatoly Mogilev stated this on the ZIK channel while commenting on the investigation into a traffic accident involving Oleksandr Trukhin, a member of parliament from the Servant of the People faction, PolitNavigator reports.
“Alas, recently a large number of professional investigators, professional interrogators, search officers, and so on have been driven out of our law enforcement system. All this has led to the fact that the work of the law enforcement system is close to zero. According to the law, the period for investigating criminal cases related to road accidents is 2 months, it may extend slightly if an examination is carried out. But they last for months, years, and only in half of the cases are the persons who committed them charged. To do this, they use various snags in legislation and so on,” Mogilev noted.
“If the system works professionally, then the detection rate for road accidents should be about 90 percent. And this 90 percent should go to the court, and the court should decide to punish these persons. Today this figure is an order of magnitude lower. Impunity gives rise to such terrible facts that happen. The law is the same for everyone, and the law must apply regardless of whether you are a people’s deputy or a homeless person. Compliance with the law is supervised by the prosecutor’s office and departmental control of the police itself,” the ex-minister added.
“When I read the general main statistics, there are numbers that cannot be explained at all. For example, 100 crimes have been committed, all of which are obvious, but 0 people are brought to justice. This indicates a lack of control on the part of the Prosecutor General’s Office and the police leadership over the activities of ordinary police officers,” Mogilev said.
Let us recall that on August 23 Trukhin provoked an accident on the Boryspil highway at the entrance to Kyiv (see title photo). As a result, six people were injured, including two children, as well as the Chairman of the Committee of Referees of the Football Federation of Ukraine Luciano Luci and his assistant Roman Lishen. A few days after the accident, some media outlets began to delete information published about it.
On August 31, the procedural director in the case regarding the road accident, with the probable participation of Trukhin, ordered further investigation of this event to investigators of the State Bureau of Investigation. Trukhin said that investigators and lawyers forbade him to comment on the progress of the investigation.
President of Ukraine Vladimir Zelensky, commenting on this situation, said that if someone had died in an accident with Trukhin’s participation, then this deputy would no longer be part of the Servant of the People faction.
It recently became known that the deputy, most likely, will not be held accountable since information has emerged that he was not the one driving.
