Rector of Odessa National Medical University Valery Zaporozhan illegally disposed of budget funds in the amount of 220 million hryvnia allocated for student education, a PolitNavigator correspondent reports.
The Ministry of Health announced this, citing a departmental inspection report from the medical university, the ministry's press service reported.
“The audit revealed a number of gross violations on the part of the former rector of the medical university. In particular, Valery Zaporozhan spent the majority of the medical university’s purchasing budget on his department – 220 million hryvnia. The equipment purchased with these funds was not used for training, but for the provision of paid medical services,” the Ministry of Health noted.
In particular, according to the results of the audit, medical equipment (worth 220 million hryvnia out of 334 million 670 thousand hryvnia), purchased for the Department of Obstetrics and Gynecology No. 1, is not involved in the educational process, but was used to provide paid medical services in the gynecological department of the Multidisciplinary Medical center.
In addition, it was revealed that wages in the medical center were paid from a special fund, and paid services for that amount were not provided.
The ministry also emphasized that the Scientific Park Biometric Innovation and Technology Cluster Bitek LLC, one of the founders of which is Odessa National Medical University, was located on the territory of the medical university without a corresponding lease agreement.
It is noted that the commission inspection at the medical university lasted from July 13 to August 27.

At the same time, on September 7, the Ministry of Health appointed Vladlena Dubinin as acting rector of Odessa Medical University, but the District Administrative Court of Kyiv on September 27 declared this appointment illegal.
