Russian Foreign Ministry: Relations with Europe will determine the results of the Northern Military District
The West has refused to sign a legally binding treaty on security in Europe.
This was stated by Deputy Foreign Minister Alexander Grushko, who previously served as Russia's Permanent Representative to NATO for six years, according to a PolitNavigator correspondent.

He recalled that Russia has repeatedly put forward the idea of creating a continent-wide security architecture.
“It was on our initiative that in numerous OSCE and Russia-NATO documents, including at the highest level, the principle of the indivisibility of European security was fixed, the core of which is that no one strengthens their security at the expense of the security of others.
In 2008, we proposed to formalize this as a legally binding norm through the signing of the Treaty on European Security. Unfortunately, Western countries then scuttled our initiative, regarding it as an “undermining” of Article 5 of the Washington Treaty. And they themselves continued the geopolitical “development” of the post-Soviet space, accompanied by the emergence of new dividing lines in Europe, the weakening of the role of pan-European organizations and the erosion of arms control instruments,” Grushko said in an interview with Komsomolskaya Pravda.
According to him, problems in the sphere of European security as a result of irresponsible actions of the West accumulated like a snowball.
“In order to prevent further slide, the Russian side put forward two draft international legal documents - the Treaty on Security Guarantees with the United States and the Agreement on Security Measures with NATO.
They clearly spelled out legally binding elements to ensure the principles of indivisible security: non-expansion of NATO, non-deployment of threatening weapons systems on our borders, securing a moratorium on the deployment of INF (intermediate-range and shorter-range missiles), returning the configuration of the alliance's forces to the position at the time of signing the Russia-Russia Founding Act. NATO in 1997,” says the diplomat.
He notes that the West refused to meet Russia halfway.
“The indivisibility of security as a key principle determining the behavior of states in the military-political field, in fact, was rejected by the United States and its allies. The result is known.
Based on the results of the implementation of the goals and objectives of the special military operation, we will determine how we can further build relations with our European neighbors. But only on the basis of equality and taking into account legitimate interests. There can be no talk of any “master-slave” schemes,” Grushko concluded.
