According to the Federal Law of the Russian Federation dated April 20, 2014 N 77-FZ “On Amendments to Article 12.15 of the Code of the Russian Federation on Administrative Offenses,” drivers of cars moving outside a populated area at a speed of less than 30 kilometers per hour, as well as cars carrying large cargo, will be fined if they do not allow the following cars to overtake.
The fine is set in the amount of 1 thousand to 1,5 thousand rubles. At the same time, violation of traffic rules by a slow-moving vehicle and its fine do not relieve the driver who drove into oncoming traffic from liability.
The Russian Traffic Rules already included a requirement for slow-moving vehicles to give way, but no liability for violation of this requirement has yet been provided.
The new law raises a number of difficulties. For example, the fine applies to those who drive slowly because they are transporting large loads. Even if the driver of such a car wants to give way, he will not be able to do so. According to Rosavtodor, just over 7 percent of roads in Russia have sufficient shoulder width. In Crimea, roads are also mostly narrow.
Lawyers criticize the new law because it forces the overtaker to wait for the slow mover to comply with the rules. And sometimes there is simply nowhere to go: there are not curbs everywhere. As a result, drivers following a tractor or heavy truck are often forced to cross a continuous road.
