The authorities of 32 constituent entities of the Russian Federation have already announced the upcoming dismissals of officials. In most regional administrations, staff will be cut by 5-10%. In 52 regions they intend to make do with cutting costs for maintaining the apparatus. In particular, it was decided to abandon the indexation of salaries for government employees, government purchases of new cars were stopped, and officials were prohibited from traveling on business trips in official vehicles.

Reductions in spending are associated with the danger of a situation where the government is fattening against the backdrop of impoverishment of the population. According to a report presented yesterday by the Analytical Center for the Government of the Russian Federation, the depth of household income inequality in Russia remains “excessive and illegitimate.” This could provoke a social explosion, similar to what happened in Egypt in 2013, if the state does not bother to establish taxes on wealth or implement high-quality development policies.

In Crimea, according to Deputy Prime Minister and head of the Council of Ministers Larisa Opanasyuk, during the formation of republican and municipal authorities last year, “a minimum of positions and expenses was laid down.” “We, on the contrary, have a personnel shortage associated with the complex tasks that we have to solve during the integration of Crimea into the Russian Federation,” she added.

“Our governing bodies are still being formed. Therefore, there is no one to lay off. We just take the minimum into one structure or another,” said Viktor Posmetny, head of the legislative commission of the Sevastopol Legislative Assembly.
