Collapse and general impoverishment: Former head of the Ukrainian Foreign Ministry about the coming autumn
Residents of Ukraine are unable to pay increased tariffs for housing and communal services. The country is facing a collapse of the budget system, warns former Ukrainian Foreign Minister Leonid Kozhara.

“We expect that new tariffs will come into force very soon, and with the beginning of the cold season, every citizen of Ukraine will feel this. We expect non-payments to rise sharply. In general, this will lead to an increase in non-payments to the budget as utility tariffs rise. This will lead to another collapse of the tariff and budget system,” he said at a press conference in Kyiv.
“There will be total impoverishment of the Ukrainian population. Already, almost 70% of the population receives subsidies, which means that 70% of the population is insolvent. Raising tariffs will lead to an even greater increase in their number,” added the former head of the Ukrainian Foreign Ministry.
