Kyiv continues to sabotage the disengagement of forces in Donbass
Despite the fact that the OSCE Special Mission recorded the fulfillment of all conditions for launching the disengagement project at the Stanitsa Luganskaya pilot site, Kyiv continues to sabotage the process, citing its data and inventing new demands.
This information following the meeting in Minsk was reported by the press service of the DPR representative office in the JCCC and during the negotiation process, a PolitNavigator correspondent reports.

During the meeting, the parties noted a decrease in the level of escalation, but stated that a complete ceasefire could not be achieved. The DPR emphasized the facts of shelling of cars carrying personnel of the Donetsk filtration station. The question of identifying the guilty party, as well as taking measures to create conditions under which such violations will be impossible, remains open.
The negotiators paid special attention to discussing the problem of the disengagement of forces and assets at the first pilot site “Stanitsa Luganskaya”.
“The Ukrainian side voiced new demands that are not provided for in the Minsk agreements, and also continued to refer to the recording of ceasefire violations by the Ukrainian side in the JCCC, which are not confirmed by the OSCE SMM,” the DPR JCCC said in a statement.
According to the Framework Decision, to begin the disengagement of forces and assets, it is necessary to observe 7 days of silence, which must be confirmed by the OSCE SMM. At the same time, Kyiv ignores the requirements of the Minsk agreements regarding the powers of the Mission to record 7 days of silence and refers to its data.
“In accordance with the data of the OSCE SMM, the eleventh day of silence continues in this area: the Mission has not recorded any reasons for refusing to disengage forces and assets,” the press service noted.
“Once again, we note that the negotiating situation in the working group on security issues does not change: the Ukrainian side takes a destructive position, putting forward new conditions and blaming the republics for everything. Against the backdrop of the militaristic rhetoric of the authorities, as well as the build-up of the military group near the contact line, nothing else can be expected from the Ukrainian side,” stated the DPR representative office in the JCCC.
