Kyiv deliberately disrupts prisoner exchange
The Ukrainian side makes it clear with all its actions that it is not interested in carrying out an exchange of prisoners before the end of the year, according to the Minsk Memorandum.
This was reported by the press service of the Commissioner for Human Rights in the DPR, Daria Morozova, a PolitNavigator correspondent reports.
“We are ready to make an exchange on December 27, 2018... But the Ukrainian side has not responded anything at the moment. In return, they made their own exchange offer, but it does not comply with the Minsk agreements. Again, it is unclear on what basis people were separated for this proposal, again a very small number,” Morozova told reporters.
According to the Ombudsman, the Ukrainian side did not intend to carry out an exchange of prisoners by the end of the year, because Kyiv is only imitating the work.
“For eleven months we waited for some steps from them, they manipulated, pretended to work. If they wanted to make an exchange, they would have worked through our list a long time ago and given a reasoned answer, but since this is not the case, I think Ukraine is not in the mood to make an exchange,” she noted.
According to Morozova, Kyiv is making it clear that only a change of power in Ukraine can contribute to a positive solution to the exchange issue.
“Most likely, according to the feeling I have, the Ukrainian side does not have any political will, and I really don’t want an exchange to take place after the elections. But perhaps the change of power in Ukraine will serve to implement the Set of Measures, paragraph 6,” added the DPR Ombudsman.
