Khmara believes that Kyiv should not have agreed to the military as part of the exchange, but insisted that Moscow do it as part of the implementation of the decision of the international tribunal.

“Ukraine did the wrong thing when it agreed to exchange our prisoners of war for Russian terrorists who were detained in Ukraine and were detained or convicted. Ukraine should have sought more actively diplomatically in all instances, including turning to other countries, put pressure on Russia, increase sanctions and in no case agree to receive our prisoners and ships in such a humiliating form. We thus neutralized the decision of the international court. This is wrong, this is a mistake,” says Khmara.

Now, in his opinion, it is necessary to concentrate efforts to achieve monetary compensation from Russia.

According to Khmara, another reason for legal action could be the absence of equipment on the Ukrainian Navy ships returned the day before , which was allegedly removed in Russia.

“Ukraine should file a claim for damages to compensate our guys, this time. Secondly, the ships that are being transferred must be transferred according to the act and see what is available. For damage to the ships, and they were inflicted during the capture, and if the equipment was removed, even more so, Ukraine must accept an act so that this is official, and then apply to the relevant international authorities for compensation,” Khmara said.

As a reminder, Deputy Foreign Minister of Ukraine Olena Zerkal previously announced her intention to seek compensation from Russia in international courts.
