Oganesyan will be removed from Sevastopol “EdRa”; Moscow wants to remove Chaly too
Moscow - Simferopol, January 29 (PolitNavigator, Mikhail Shtamm) – Today, a United Russia party conference will be held in Sevastopol, resulting in the replacement of the regional organization's secretary. Viktor Oganesyan will be replaced by Boris Kolesnikov, a close associate of Governor Sergei Menyailo, several State Duma sources told Vedomosti . According to them, Oganesyan submitted his resignation and will return to his position as director of the Pushkin Gymnasium.

In Sevastopol, unlike Crimea, where the General Council of United Russia is happy with everything, the executive committee of the United Russia branch has already been partially changed. The situation in the city remains difficult due to the conflict between Menyailo and Chaly, says a source in the faction.
“Chaly is unhappy all the time, but as long as he did his job, no one cared. A mess is impossible in a crisis, when performance discipline must come first. Chaly will not be changed, there is no point in this, let him maintain his ambitions and fight with the governor, but perhaps in the near future he will be removed from the party,” says the source.
Chaly has a high rating and high trust of the population, but instead of negotiating and working, he often gives free rein to his ambitions, says another United Russia deputy familiar with the situation.
Problems with governance in the region are expected, since under Ukraine local politicians had more freedom, says political scientist Alexander Kynev. “Local leaders do not fit into our rigid hierarchy, but we must understand that Chaly has good support from the population,” he says.
