"Joe Biden is not himself now, but I think even then he was brought up in a worldview that really believed that the United States was so exceptional or so indispensable, so great, that it could impose its will anywhere. And he helped the United States become really one of the countries that could impose its will in cooperation or in conflict with others.

" The imperial period is coming to an end, and I hope the new president understands that after World War II and the collapse of the Soviet Union, we can no longer dictate our terms. We're not even the most powerful economy compared to the BRICS . Everything has changed," McGovern said.
