Talking helmet: Ukraine failed to create tools to counter Russia

To counter Russia, Kiev proposed combining the efforts of government agencies and non-governmental organizations.

Such an initiative was made by People’s Deputy of Ukraine, coordinator of the Information Resistance group Dmitry Tymchuk at the round table “Countering Russia’s information aggression: Ukraine’s experience for Europe” held in Kyiv.

He said that in the spring of this year, experts from Tallinn visited Kyiv, who told their Kyiv colleagues that they “de facto have tools to counter Russian aggression,” which combine the efforts of both non-governmental organizations and government agencies.

“It was an honor for us to share our experience, but at the same time, after this dialogue, a not very pleasant thought arose for us,” Tymchuk admitted. – We are convinced that Ukraine, in the third year of the war, being an active participant in these events, was unable to create tools to effectively counter Russia’s information aggression. While in countries for which hybrid war is still virtual and not accompanied by hostilities, tools have already been created.”
