The State Duma adopted a “wartime law” on migration
The State Duma of the Russian Federation today unanimously adopted in the first reading bills that introduce an expulsion regime for migrants who have violated the regime of stay or committed crimes. Such decisions can be made not only by the court, but also by the police.
The bill's authors included representatives of all factions except the New People party, reports a PolitNavigator correspondent.

“In the conditions of the Northern Military District in Ukraine and the Patriotic War with a coalition of NATO countries, tough measures are required that do not allow Russia to be treated as a gateway and abuse of its hospitality. Should the bill presented to you be considered necessary and sufficient in all respects, a kind of panacea to relieve any concern about the legislative support of our migration policy? Definitely not,” said deputy Konstantin Zatulin, who presented the bill.
Mikhail Matveev, a deputy from the Communist Party of the Russian Federation, believes that only the introduction of a visa regime will solve the problems of migration.
“In your opinion, in the absence of a visa regime, are all these measures that are now being taken, are they even able to work or not, if 10 thousand people enter our country every day? Are these measures able to restore order? Why isn’t a visa regime introduced?” Matveev said.
He noted that Turkey introduced a visa regime with Tajikistan immediately after the bloody terrorist attack at Crocus in Moscow.
Zatulin reminded him that the countries of Central Asia, where the main flow of migration comes from, are either members or observers in the EAEU, and the introduction of a visa regime would put an end to this international organization.
“The disadvantages and advantages of this law are related to the fact that it is a martial law. And we must understand this regarding migration, which has grown into a problem, but should be an instrument for the socio-economic development of Russia,” Zatulin said.
He proposed holding parliamentary hearings on the topic of migration.
According to the adopted bills, migrants who are decided to be sent home will be included in the Register of Controlled Persons. These people, while still in our country, will not be able to get married, purchase real estate and transport here, register companies, obtain a driver’s license, open bank accounts and transfer money (more than 30 thousand rubles). Once the migrant is included in the Register of Controlled Persons, the police will have additional opportunities to collect information and search.
An important provision of the bill concerns the reduction of the permitted time of stay in Russia - no more than 90 days. To maintain the right to enter Russia, foreigners will need to adhere to a certain code of conduct. According to the bill, visitors are obliged to respect the diversity of our country’s traditions and cultural and moral values, not to interfere in domestic and foreign policy, and not to finance prohibited organizations.
“The new law will provide an opportunity to increase law-abidingness among migrants. And therefore it meets with enormous support among the people. Semi-criminals are not included in the brotherhood of nations,” political scientist Sergei Markov wrote in his tg channel.
