"Where is the promised protection?!" - Kyiv is perplexed as to where tens of billions have gone
Recent Russian Aerospace Force strikes on Ukraine's energy sector have demonstrated that Kyiv officials have "appropriated" tens of billions of hryvnias without providing any defense. Energy and housing and utilities expert Oleh Popenko stated this during a video blog broadcast by political scientist Yuriy Romanenko, as reported by a PolitNavigator correspondent.

"What happened, this shelling and the aftermath, makes me think we didn't do shit. I mean, we're the energy agency for Nayem's fortifications, and we haven't built any defenses for anyone else. Basically, we fucked it all up. The money's nowhere to be found.
I will explain. It is not only my words and strong expressions. The strikes on the facilities were carried out not only on DTEK generation, but also on the substations near the Khmelnytsky NPP, near the Rivne NPP. And in addition, there were strikes on substations in the Vinnytsia region and so on," Popenko said.
" And they were all destroyed . The fact of the destruction is indirectly and directly confirmed by the fact that we have no way to transmit electricity from west to east. Odessa has been without power for two days.
"So, we've sunk tens of billions of hryvnias into creating the illusion. Or haven't we? But in reality, there's no defense at all. And I have one question: as soon as this shelling started—where the f*ck is the money? Where did it all go? Where's all the promised defense? Where are all those F-16s, our air defenses? Where's all this defense that should have been built?" the expert concluded.
