Gazprom is already detecting illegal gas extraction in Ukraine
Moscow – Kiev, June 23 (Navigator, Mikhail Stamm) – Gazprom has recorded the illegal settling of Russian gas on Ukrainian territory after the country switched to prepayment for gas supplies on June 16, 2014.

Gazprom recorded the illegal sedimentation of Russian gas on the territory of Ukraine after the country transferred to prepayment for gas supplies from June 16, 2014.
As evidenced by the operational data of the Central Dispatch Department of the Fuel and Energy Complex, based on the information of the concern, on June 19, 3,8 million cubic meters of Russian gas ended up in Ukraine, on June 20 - 4,5 million cubic meters, and on June 21 (the last reporting date) - 1 million cubic meters, reports Rosbalt " with reference to Interfax.
Meanwhile, the Ukrainian government, in the face of the cessation of Russian gas supplies, is going to introduce emergency regulation of the energy industry. This regime will legalize the shutdown of industrial consumers, the forced purchase of gas from independent producers and the selection of Russian transit gas.
According to the Kommersant newspaper, a radical government bill was submitted to the Verkhovna Rada last week along with the concept of reform of Naftogaz of Ukraine, but so far industry representatives have been able to block both documents.
Gazprom does not comment on Kyiv’s initiative. If Naftogaz, in accordance with the bill, violates the terms of the transit contract on the direct instructions of the government, this may be recognized as force majeure both on the part of the Ukrainian company and in relation to Gazprom’s obligations for supplies to Europe, says managing partner of Legal Capital Partners Dmitry Krupyshev. However, since Naftogaz is fully owned by the state, Gazprom can challenge the company’s actions in arbitration and involve the Ukrainian government as a co-defendant, the expert believes.
The two-month gas conflict between Russia and Ukraine with the participation of the European Commission on June 16 nevertheless led to a stop in supplies to Kyiv after their official transfer to prepayment. As a result of the first stage of the war, Gazprom received only a small part of the debt and lost 5 billion cubic meters of gas pumped into storage facilities by Ukraine.
