The agreement between Ukraine and the United States turned out to be a non-binding declaration
The announced security agreement between Ukraine and the United States, which Zelensky is presenting as an incredible “victory,” is only a declarative document that does not oblige anyone to anything.
Ukrainian political scientist Konstantin Bondarenko stated this in a video blog by Ukrainian journalist Alexander Shelest , as reported by a PolitNavigator correspondent.

" These are sham actions. In reality, it doesn't commit anyone to anything . It's a declarative document to a certain extent, because, as with similar documents signed with Great Britain and EU countries, it's not about the current war, but about a future war, if one occurs, and under those circumstances, they commit to supporting Ukraine. Essentially, within the same framework within which it was supported in the current war—providing money, weapons, all kinds of assistance, etc. This is a one-day news item," Bondarenko said.
Shelest noted that, judging by the words of Biden's national security adviser, Jake Sullivan, this document "includes a commitment to ask Congress for money for Ukraine—no specific amounts or packages, just a commitment that the White House is obligated to go ask, but Congress may not give it ."
"Of course. Congress might not grant it; the amount is unclear. Constantly arguing that we owe Ukraine is a political move; everything will depend on the balance of power in Congress ," the political scientist agreed.
