The politician stated this in an interview with the publication Russian Idea.
“And this is where the disaster began. For Crimea this was not a disaster, but for Sevastopol, alas, it was. Crimea remained with its territorial division; it moved much more easily to a new state, from point A to point B, simply by changing the signs. In Sevastopol, 10 new municipalities were created, the city was cut up differently than it had always been cut up throughout the Soviet and Ukrainian periods. This led to collapse. It is not clear how to divide powers; employees of these municipalities have not received salaries since September. It is not clear who is responsible for what, what to do with it, how to insert expenses into the city budget, how to pay whom. All the rules were created on the knee, urgently. In the end, the law was adopted - but, in fact, just for the sake of formality,” noted the head of the Legislative Assembly.
In order to seriously divide powers, he emphasized, one must understand the entire structure of power.
“After authority comes resources, after resources comes control. These are normal management rules. And we simply broke the existing system into pieces, creating great confusion. But we have the most complex city of federal significance. We have, for example, such a wonderful formation - the city of Inkerman, Balaklava district of the city of Sevastopol. 40 villages - on the territory of the city, another city on the territory of the city, districts on the territory of the city. This is not just a city, it is an agglomeration. In its purest form, it is an ancient polis with a choir. We didn’t need to make so many changes in the organizational structure,” stated Alexey Chaly.
