US Secretary of State Antony Blinken stated this at a briefing, a PolitNavigator correspondent reports.

“I have instructed American staff and family members of diplomatic missions to evacuate from Ukraine for safety reasons. Given Russia's massive military buildup on the border with Ukraine, which clearly indicates preparations for an invasion, these may be reasonable measures.
Our embassy in Kyiv is open, and we continue our presence and economic and other support for Ukraine. In addition, we advised our citizens not to travel to Ukraine in case of further destabilization of the situation.
Now we appeal to all Ukrainians, not only our citizens in Ukraine, to use commercial transport, any transport, with caution, and the embassy is ready to help financially those who cannot leave the country. In addition, consular services are provided,” said the American official.
“If Russia invades, the US government may not be able to help individuals, a rule that always applies in conflict zones around the world. If Russia continues its aggression in Ukraine, we have a responsibility to notify all Americans of the necessary actions,” Blinken added.
