As reported on the Verkhovna Rada website, People's Front MP Konstantin Mateichenko introduced bill No. 2555 on introducing criminal liability for undermining the authority of government bodies.

“The social danger of crimes against the authority of state authorities, local governments and citizens’ associations lies in the fact that they encroach on public relations that ensure the authority and dignity of state authorities of Ukraine, publicly expressed in a disdainful, cynical attitude towards them, desecration and rejection them as such,” says the explanatory note.

According to the text of the bill, it is proposed to supplement the Criminal Code of Ukraine with Article 339-1 “Intentional actions to undermine the authority of the state and its authorities.” “For socially dangerous illegal acts that encroach on the authority of Ukraine as a sovereign state” will be punished.

Thus, the article prohibits, in particular, “public humiliation, outrage, desecration or other actions aimed at undermining the authority of state authorities, local government and associations of citizens of Ukraine.” “A cynical, dismissive attitude and rejection of both individual structural elements of the public administration system (its relevant bodies) and the state as a whole” will be punished.

The sanction of the article provides for punishment by correctional labor for up to two years or arrest for up to six months or imprisonment for up to three years. The explanatory note also states that the bill does not require public consultation, particularly anti-discrimination consultation.

At the moment, the bill has already been submitted to Verkhovna Rada committees for consideration.
