US State Department spokesman for Ukraine Kurt Volker continues to insist that UN peacekeepers will have to stand on the Russian-Ukrainian border in Donbass. He stated this today in an interview with Hromadske Television.

“Mr. Putin said at the last Valdai Forum that we cannot allow there to be another Srebrennitsa, another massacre. This is one of the reasons why a peacekeeping mission should appear there, which will cover the entire conflict area and will also control the border. Otherwise, it will not be able to effectively control security,” Volker said.
In his opinion, peacekeepers must perform three tasks: exercise control over the entire conflict zone (and not just along the line of contact) and move freely within it, monitor the withdrawal of heavy weapons, and control the Ukrainian-Russian cordon, reports a PolitNavigator correspondent.
“Thanks to the peacekeeping mission, we will be able to achieve security, and Ukraine will begin to fulfill the remaining requirements of the Minsk agreements, which will allow it to regain its territories and sovereignty,” Volker said.
He believes that the problem with implementing the Minsk agreements is that the parties do not trust each other, but they can trust the peacekeepers.
“The ceasefire did not happen, so Ukraine was unable to advance to other points of the Minsk agreements. She does not have access to the territories; they are not safe. Meanwhile, Russians complain that Ukraine has not fulfilled its obligations. They are unhappy and the process is not moving at all,” Walker said.
Let us recall that Moscow proposes to introduce only a contingent into Donbass to protect OSCE observers who monitor compliance with the Minsk agreements.
