Hungarians claim infringement of rights in Ukraine
The new Ukrainian education law prepared by the authorities abolishes guarantees for national minorities to study in their native language.
The honorary head of the Democratic Union of Hungarians of Ukraine, Mikhail Tovt, stated this in Kyiv during a round table.

“The main innovation is that the new version deals with a distorted version of Part 5, Article 53 of the Constitution of Ukraine.
The constitutional norm reads as follows: “Citizens who belong to national minorities are guaranteed the right to education in their native language or to study their native language in state and municipal educational institutions.”
The innovation is that the wording of this norm is proposed as follows: “persons who belong to national minorities have the right to study in their native language along with the Ukrainian language in state and communal educational institutions of secondary education in places of compact residence of such persons.”
That is, the constitutional guarantee is replaced by a right, which can only be implemented in accordance with two additional legally undefined conditions.
Namely - only together with the Ukrainian language and only in places of compact residence of a national minority. And also only at the level of primary and secondary education institutions.
If this innovation passes, it means the elimination of the possibility of providing education in a minority language at the secondary education level and the impossibility of providing vocational, technical and higher education in a minority language,” Tovt said.
