According to him, coastal patrols from public activists will begin on May 19 the first stage of clearing the coastline from illegal buildings, the demolition of which does not require court decisions or other legal acts.
“Today there is a question about the demolition of all the shalmans and fences that prevent citizens from accessing the beaches,” Sheremet noted.
He asked that the public organization “Clean Coast” be informed about cases of unauthorized barriers to the passage to the sea, the installation of trade tents and catering outlets. Crimea,” or left data on the organization’s pages on social networks.
However, Assistant Deputy Prime Minister Vladimir Garnachuk was forced to correct his boss, the public organization “Clean Coast. Crimea does not exist as a legal entity.
“This is a public initiative with the code name “Clean Coast of Crimea,” explained Garnachuk. “We will gladly accept any information about those objects that have escaped the attention of auditors, and the task of public control is to discourage people from receiving money for their blindness.”
According to Garnachuk, the fight against illegal coastal development will take place in three stages. At the first stage, non-stationary objects that do not require court decisions will be demolished. At the second stage, a register of objects in the 100-meter coastal protection zone that have received title documents will be compiled.
“Many of them were strangely legalized and there is a package of documents for them,” Garnachuk clarified and added that lawsuits will be filed for the demolition of such buildings.
At the third stage, the government intends to deal with the development of parks and protected areas.
“All court decisions on the demolition of shalmans, boathouses and houses built on the seashore will be strictly executed. We saw such work in Sochi and Anapa,” Garnachuk noted.
At the same time, the government warns that it will not be possible to demolish all illegal buildings in one fell swoop. An interdepartmental commission will be created in the Council of Ministers to consider issues related to unauthorized and illegal development of the coast and protected lands. For each identified fact, local authorities will be primarily responsible. But the main informant and controller of the process should be the public, since often information about unauthorized construction simply does not reach the government.
“The first is detection, the second is analysis, and the third is response. The first stage of the struggle lies, for the most part, with the public,” Garnachuk emphasized. “Corruption has affected all government bodies, and people pay no attention to obvious violations.”
Public control is also necessary to ensure that stalls of other owners do not appear in the vacated territories. For its part, the government assures that it is not clearing the territory for the placement of other commercial facilities.
“Our comrades in the government will not in any way occupy space for business,” Garnachuk assured. – There must be a clear system of comprehensive improvement of the coastline, where trading areas will be designated. There should be no unauthorized construction on the shore.”
Let us recall that the former government of Crimea, under the leadership of Anatoly Mogilev, waged an unsuccessful fight against illegal trade and fencing of beach areas. Local authorities have been obliged to coordinate with the government schemes for the placement of stalls and off-site trading, with an emphasis on the free zone on the sea side. However, on-site inspections showed that for each legal facility, on average, there are two illegal ones, installed outside the deployment schemes, or on the territory of boarding houses, health resorts and memorial parks with the consent of their management. In some resort areas, local authorities notified traders in advance about the arrival of inspectors, and in time for their visit, all objects with questionable documentation were closed.
However, most of all the Council of Ministers complained about the sluggishness of the police and tax inspectors in the fight against illegal trade at resorts. The government directly pointed out the “corruption component” that prevents officials from fulfilling their direct duties.
Fences and barriers on the beaches were personally dismantled by the former Minister of Resorts of Crimea, Alexander Liev, for which he received the nickname “the minister with an angle grinder.” At the beginning of 2013, Prime Minister Mogilev intercepted this initiative and personally, driving a tractor, demolished the fence blocking a section of the embankment in Massandra.
Despite the widespread media coverage of the fence demolition campaign, the fences took their place again after some time. So in Alupka, the fence on the beach in the Cape Verde area was restored more than ten times, and the tenant of the territory, Lviv-American businessman Oleg Genshaft, won lawsuits about the illegality of the actions of public utilities dismantling the beach fence next to the businessman’s hotel.
