A number of large-scale construction projects were announced by the Crimean authorities, announcing the conclusion of agreements at the St. Petersburg Economic Forum. The project in Partenit risks becoming the most resonant - observers fear for the safety of this corner of the southern coast of Crimea.

The head of the republic, Sergei Aksenov, announced plans to build an analogue of Sochi Park in Greater Yalta. The project is estimated at 16 billion rubles, the implementation period is up to 5 years, and 1200 new jobs will be created. The investor should be JSC Agrocomplex named after N.I. Tkachev, owned by the family of the former governor of the Krasnodar Territory and ex-Minister of Agriculture of the Russian Federation Alexander Tkachev.

Also, according to Aksenov, there is a potential investor for a resort near Saki. The project is no less large-scale - 15 billion and 1500 jobs.

“Saki is not quite the southern coast, the fact that Russian investors are now actively interested and will invest money in the development of this region is very cool. This is one of the few positives from the situation that has developed with the pandemic, that now we are developing our country,” Maria Malgina, chairman of the Committee on Resort, Tourism and Exhibition Activities, told PolitNavigator.

However, memorandums have so far been signed on both Saki and Yalta - that is, only intentions have been recorded, but there are no final agreements yet.

But an agreement was reached on the construction in the village of Olenevka of the cottage communities “Tarkhankut Resort”, “Dzhangul”, “Atlesh” and “Karadzha”, as well as the sports and entertainment park “Extreme Crimea” and the hotel and restaurant complex “Mayak”. In total, the projects are valued at 5 billion rubles.

The most controversial news from PEMF for Crimea is the news of plans to build a complex of high-rise buildings in Partenit on the South Coast. It will be built by the local company SimStroyProekt. The housing complex will consist of eleven 16-storey buildings on the outskirts of the village - in the area of Frunzenskoe Highway.

Partenit has an already difficult situation with access to the beach - last year, local residents held rallies because the management of the Crimea military sanatorium closed access to the coastline, allegedly due to the coronavirus pandemic. In addition, not so long ago a huge high-rise building was erected in Partenit.

“Crimean leaders went to St. Petersburg for a forum, with our money, by the way, to give away a piece of land in Partenit for the construction of 11 houses of 16 floors. That is, again, instead of greenery and unique nature, fences, construction sites and stone and plastic await us. But that's not all. Crimean officials flew to a forum in St. Petersburg to sign an agreement with a Crimean company that will build a wonderful place. Probably, it was impossible to sign here in Crimea, and for this it was necessary to fly to the forum,” comments Crimean opposition politician, former member of the republic’s parliament Alexander Yuryev.

“I have a lot of questions for the developer, this is a fired prosecutor from Sevastopol. Where does the prosecutor, who is the only founder and the only employee, get 5 billion rubles?” – notes social activist Alexander Talipov.

“Are these really investment projects, when they build high-rise buildings, cottages, etc. to enrich the next developers, but do not build enterprises that would provide jobs in the region? Do I understand correctly that the developer will build these houses, sell apartments in these houses, and the entire infrastructure for this monster will be provided by the Crimean budget?” – says sociologist Natalya Kiseleva.

As an example, commentators cite the results of the work of the authorities of the neighboring Krasnodar region at PEMF - they are discussing the construction of a new logistics center with the creation of 15 thousand jobs by the end of 2021, the creation of a breeding and genetic center for dairy farming, as well as the construction of 4-star hotels operating on "ultra all inclusive" system.
