Ukrainian political scientist Andrei Mishin stated this on air on the 112 TV channel, sharing his experience of working in conflict regions.
“The region in relations between the center and the region is always a separatist and it is necessary to negotiate with it, if it is not a terrorist. If a region wants more rights and powers, it must be attracted to it. It’s like in society – you can’t hold a person accountable if he’s an individualist. There is no logic here. On the contrary, you must show the benefits of the center. In the world, no, separatists are called insurgents, a rebellious people, who are subject to, if they are not terrorists, a bunch of different Geneva conventions,” the political scientist noted.
