In Donetsk they told how the Donetsk and Lugansk regions can exist and cooperate with Kiev
Donetsk, February 14 (PolitNavigator, Mikael Chagalyan) – The Donetsk and Lugansk People’s Republics are making a number of proposals to change the legislation of Ukraine, in particular, for constitutional reform. This was stated by the plenipotentiary representative of the DPR at the negotiations of the Trilateral Contact Group, vice-speaker of the People's Council of the DPR Denis Pushilin, commenting on the results of the Minsk negotiations.

“The DPR and LPR propose to discuss and adopt the following preliminary list of amendments:
– delegation to individual regions and districts of the right to independently determine and form the structure of regional government and local self-government;
– decentralization of the budgetary, financial and tax system, up to the possibility of creating free economic zones and other special economic regimes in certain territories;
– enshrining in the Constitution the concepts of “special order of local self-government”, “special status”, “separate areas” and “separate regions”;
– granting individual regions the right to unite in free associations with the creation of common governance structures;
– the opportunity for central executive authorities to conclude agreements with the relevant local governments regarding the economic, social and cultural development of certain areas of the Donetsk and Lugansk regions;
– the right of individual regions, districts and their associations to form their own forces for the protection of public order;
– a special procedure for the appointment of judges and prosecutors in certain regions, districts and their associations;
– the official status of Russian and other languages of national minorities in certain regions and areas;
– the possibility of concluding agreements on the division of powers between the central Government (Cabinet of Ministers), ministries and departments and individual regions, districts and their associations;
“The powers of deputies of local councils and officials elected in early elections appointed by the Verkhovna Rada of Ukraine by this law cannot be terminated early,” Pushilin said.
Donetsk explained how the Donetsk and Luhansk regions can coexist and cooperate with Kyiv.
