Alexander Nosatov was born on March 27, 1963 in Sevastopol. In 1985 he graduated from the Black Sea Higher Naval School named after P.S. Nakhimov. He began his officer service in the Pacific Fleet as the commander of the anti-aircraft missile battery of the destroyer "Stoikiy", then served as commander of the missile and artillery warhead of the destroyer "Fearless", flagship specialist in missile weapons of the missile ship division, senior assistant commander of the guards missile cruiser "Varyag" and commander of the destroyer "Bystry" of the Pacific Fleet.
In 2000 he graduated from the N.G. Naval Academy. Kuznetsova. In 2009, after studying at the Military Academy of the General Staff of the Armed Forces of the Russian Federation, he was appointed commander of the Baltic Naval Base of the Baltic Fleet.
On January 27, 2012, by Decree of the President of the Russian Federation, he was appointed deputy commander of the Black Sea Fleet, and a year later - chief of staff - first deputy commander of the Black Sea Fleet.
In May 2016, Vice Admiral Alexander Nosatov was appointed head of the Military Training and Scientific Center of the Navy, and from June 2016 - acting commander of the Baltic Fleet.
