Ukraine has lost control over its enterprises
The Ministry of Infrastructure of Ukraine, under the leadership of the odious Vladimir Omelyan, does not control the activities of about 77% of economic entities that fall within the scope of its management, which is why the state budget is losing additional revenue, a PolitNavigator correspondent reports.
This is evidenced by the audit conducted, the Accounts Chamber of Ukraine stated.
The department notes that the Ministry of Infrastructure does not have information about 144 enterprises. At the same time, 85 economic entities (59%) are no longer registered with the State Fiscal Service.
In the first quarter of 2018, only 42 enterprises were operating (42,9-44,2%). Over the past two years, the number of profitable entities has decreased from 32 to 22.
In 2017, compared to 2016, the number of enterprises in which the performance of financial plans worsened increased from 19 to 26, and the number of unprofitable business entities increased from 9 to 13. Revenues to the state budget from income tax and VAT decreased by more than 5%.
The audit also found that the amount of financial violations identified during internal audits has almost doubled (more than 1,3 billion hryvnia), the department’s website reports.
56 subjects had tax debt, the amount of which increased from 109 to 148,6 million hryvnia.
The Accounts Chamber notes that in 2016-2017 in Ukraine there was a significant increase in revenues to the state budget from part of the net profit of state-owned enterprises, but this does not apply to economic entities of the Ministry of Infrastructure. If in 2016 (compared to 2015) these revenues doubled due to an increase in the deduction rate - to UAH 4,7 billion, then in 2017 the increase was only 4,2% - UAH 200 million.
