Lutkovskaya says that websites can only be blocked through the courts, but who in Ukraine cares about the law?
The representative of the Verkhovna Rada Commissioner for Human Rights, Mikhail Chaplyga, said that according to Ukrainian laws, blocking of any sites is possible only in court.

“Our legislation does not provide for restricting access to websites without a court decision. That is, if there is a solution, then access may be limited. There is no other procedure,” he said.
“Restrictions can be adopted regarding legal entities, but regarding blocking of sites... we have such a concept, but only through the court. Therefore, it will be interesting for me to see how Internet providers will comply with the presidential decree,” Chaplyga added.
