In Ukraine they say absolutely correctly that referendums in Donetsk, Lugansk, and Crimea are illegal from the point of view of the Ukrainian legislation in force in 2014 - this is absolutely true, Article 73 of the Constitution says that the issue of territorial integrity is a matter of an all-Ukrainian referendum.
But the referendum on December 1, 1991, from the point of view of the legislation of the Soviet Union and the Ukrainian SSR in force at that time, is absolutely illegal. According to the mass of parameters.
Because on March 17, 1991, another referendum was held, where 70 percent said: we want to live in the USSR. So, according to the law, it was impossible to hold a referendum earlier than in 10 years.
