“It’s impossible to restore order in Novorossiya”: bureaucracy reigns in the new territories
The development and improvement of the new territories of the Russian Federation is hampered by the bureaucratic nature of documentary procedures that do not meet wartime requirements. Peacetime officials must give way to commissars who can deal with the pile of accumulated problems.
Alexander Malkevich, co-chairman of the coordinating council for the integration of new regions of the Public Chamber of the Russian Federation, announced this on Radio Crimea, as reported by a PolitNavigator correspondent.

“I think the main problem for new regions and our country as a whole is enormous bureaucracy. There are too many laws, regulations, various regulations and inspectors. On the one hand, you probably need to monitor how funds are spent. But people constantly ask questions: why do we carry out major repair work and lay asphalt in the fall?
The answer is always the same - this is not because some evil or not very good people are doing this, but because - as long as budget limits have been established, while the executive body has received all the necessary powers, prepared tender documentation, conducts tenders and auctions in the summer, when everything needs to be done. Then they conclude the relevant contracts, sign them, and in the fall, if you win, you go to the site.
The great man Viktor Stepanovich Chernomyrdin once said: we want the best, it turns out as always,” Malkevich explained.
According to him, in new regions this problem is even more acute, because there are a large number of urgent problems and issues that need to be solved “on the fly.”
“I have spoken many times, and the position of the Public Chamber is known: we just need legislators to somehow listen to us more attentively. And for this they must be, as they say, on the front line, in every sense of the word.
War has been declared on us. The collective West is waging a war against our country, and a proxy war at the hands of Ukrainians on the information, economic, sanctions front. And, being in such conditions, it is necessary, at a minimum, to introduce a moratorium on all these 44 Federal Laws, because they are fighting with us, and we, in order, for example, to receive information cartridges, must carry out procedures.
That is, they pay in cash, and we sit and say: yes, yes, Vanya, hold on, in two months we will bring you some help.
Well that's wrong! It should not be!" – Malkevich emphasized.
He believes that it is not only in new regions or front-line ones that the decision procedure needs to be changed from a peaceful to a military way of life.
“In principle, you can be in the oldest region, in the Russian outback, somewhere near the Urals or beyond the Urals, but what difference does it make? The economic consequences of the war that people from Brussels, London, and Washington who hate us are waging against us are still felt, and it is wrong to live by the old laws and rules, pretending as if nothing is happening,” said the co-chairman of the coordination council. OP.
“I talked about this, and more than once. Together with my colleague, a famous journalist, also a member of the Public Chamber, Armen Gasparyan, we coined this term: “peacetime officials.” This has a negative connotation. This means that you can be an excellent official, an excellent deputy, a knowledgeable lawyer, an economist, but you are talking about something else. You are talking about multi-year planning of peace processes in peacetime. And now the situation is different. What we need here are images like commissars in leather jackets who are ready to sort out the pile of problems that have accumulated around the clock,” Malkevich concluded.
