The US is trying to force the UN resolution on the Iranian nuclear program to bomb ISIS
The United States is studying whether Russia's use of a military base in Iran to attack targets in Syria is a violation of UN Security Council (SC) resolutions, State Department spokesman Mark Toner said.
“If reports of this are true, this could very well be a violation of UN Security Council Resolution 22311, which prohibits the sale or delivery of combat aircraft to Iran without Security Council approval,” Toner said.

Chairman of the Russian Federation Council Committee on International Affairs Konstantin Kosachev recalls that this resolution, adopted in July 2015, is dedicated to the approval of the Joint Comprehensive Plan of Action on the Iranian nuclear program, and it radically softens sanctions.
“Indeed, paragraph 5 of Annex B to the resolution states that if supplies of weapons (including combat aircraft) are made, I quote, “to Iran or for use in Iran or in its interests,” then advance approval by the Security Council is required,” Kosachev writes on on your Facebook page.
Kosachev believes that in this case, neither in spirit nor in letter, the resolution can be relevant.
“What does this have to do with, let me ask, air strikes by Russian long-range bombers using an airfield on Iranian territory against the Islamic State and Jabhat al-Nusra groups (banned in the Russian Federation) in Syria - in the provinces of Aleppo, Deir ez- Zor and Idlib? Where is it – “Iran or for use in Iran or in its interests”?” writes Kosachev.
