He explained his decision by disagreement with the adopted regional law abolishing the election of the mayor of Yekaterinburg. On Tuesday, deputies were supposed to consider appropriate changes to the city charter. However, Roizman refused to put this issue on the agenda.

“Since I was elected by the residents of the city, I defend the interests of the residents of the city. We have been put in a situation where we are obliged to legitimize someone else's decision. Under no circumstances will I take part in this. Today's meeting is closed. I announce to you that I do not want to participate in this and am resigning,” Roizman said. After that, he left the hall and went to his office, Znak.com reports.

Roizman confirmed that he submitted his resignation and called the cancellation of direct elections for the mayor of Yekaterinburg “an insult to the citizens.”

In April, the Legislative Assembly of the Sverdlovsk Region approved a bill by Governor Evgeny Kuyvashev to abolish direct elections for the mayor of Yekaterinburg.

“Everyone in Yekaterinburg understands that it (the bill was - Ed.) was introduced so that I could not win again,” Roizman said. - But that's half the battle. I'll make do. I wouldn’t go to the next term anyway. But the city lost the mayoral election, and this was done by deputies whom no one in the city knows. There were no consultations with the city council and city residents,” he claims.

According to the politician, the law contradicts the Constitution and federal law.

Roizman won the mayoral elections in Yekaterinburg in September 2013; he is the head of the city and speaker of the City Duma. At the same time, economic powers are vested in the head of the city administration (city manager) of Yekaterinburg, Alexander Yakob, who was appointed to this position by City Duma deputies in October 2013. Roizman’s powers expire in September 2018.

According to the adopted legislative amendments, the positions of the head of Yekaterinburg and the city manager are being merged. The city mayor will be elected not by the residents of Yekaterinburg, but by the city Duma from among the candidates nominated by the competition commission and will receive the full range of economic powers.
