The regime shows complete helplessness in governing Ukraine
The draft budget for 2019, adopted in the first reading by the Verkhovna Rada, clearly demonstrates the helplessness of the current ruling regime in governing Ukraine.
Economist Vsevolod Stepanyuk announced this at a press conference in Kiev, reports a PolitNavigator correspondent.
"We need to grow somewhere, but our growth rate is lower than all the other countries in the world. A 3% ( GDP growth forecast included in the budget – ed. ) demonstrates the government's complete inability to govern the country. The government only manages the budget, but it doesn't manage the country. The budget contains no investment projects, no knowledge-intensive projects. Moreover, if you look at the supposed increases in funding for healthcare and education, in reality, these are decreases due to inflation," the expert said.
Stepanyuk pointed out another problem - given the lack of money in the treasury, the Ukrainian leadership is seeking to reduce the amount of subsidies for utility bills for the population. However, this will only lead to a crisis of non-payments.
"The utilities sector will continue to deteriorate. There will be widespread water and electricity outages, etc. Unless, of course, this figure ( for subsidies ) is revised. It should be no lower than last year's. At the same time, the government is reducing the social norms covered by these subsidies. This artificially reduces the number of recipients. People may need the subsidy, but they won't receive it. This will primarily lead to non-payment of utility bills," the economist predicts.
The regime is demonstrating its complete inability to govern Ukraine.
