The implementation of the federal target program (FTP) for the development of Crimea in Sevastopol may be stopped if the city government does not comply with the instructions of the Security Council of the Russian Federation and does not accept the General Plan of Sevastopol before December 10, 2018.

The head of the Sevastopol Legislative Assembly committee on urban planning, Vyacheslav Gorelov, announced this today on the ForpostTV Youtube channel.

“From January 1, 2019, federal targeted program projects may stop. Why does the Security Council insist on adopting the General Plan on December 10? It is necessary that in addition to the General Plan, the Land Use and Development Rules should also be approved. PZZ must be harmonized with the General Plan. If there is no General Plan, there will be no PZZ. If there is no land protection zone, facilities will not be able to be built,” Gorelov said.

At the same time, he believes that the Governor of Sevastopol Dmitry Ovsyannikov set the goal of preventing the current deputy corps from considering and approving the draft General Plan.

“He wants to make sure that the General Plan is reviewed and approved by the Legislative Assembly that will be elected in September 2019,” Gorelov said.

The deputy’s words are not an unfounded accusation. In October, Ovsyannikov at a press conference in Moscow directly stated that he did not want to give “opponents” the opportunity to use the General Plan “as a flag, including by deputies of the Legislative Assembly during the election campaign.”

Let us note that elections to the Legislative Assembly will take place 10 months after the date set by the Security Council for the adoption of the General Plan. Gorelov believes that Ovsyannikov’s true motivation lies elsewhere - he is unable to push through the changes he needs into the General Plan, so it is easier not to accept the document.

“Our tenure will never approve the General Plan, which contains risks for Sevastopol,” Gorelov said.

Equally inconvenient for the governor are the current developers of the General Plan, who were once invited by Ovsyannikov’s current opponent, the “people’s mayor” of Sevastopol, Alexei Chaly.

Gorelov said that in September, "the governor began approaching the General Plan's developers with demands that were neither documented nor signed," a PolitNavigator correspondent reported.

“The developer said: we are ready to support the changes, only you sign the protocol. The governor refused to sign the protocol. Another conversation took place a week ago. The developers again refused. Therefore, a threat of termination was made,” Gorelov said.

The director of the department of architecture and urban planning, Alexander Molozhavenko, told reporters the day before that the government of Sevastopol was terminating the agreement with the developers of the General Plan.

“The contract has not been terminated yet. It's about a threat. The governor would like to shift responsibility for not approving the General Plan onto the developers,” Gorelov said.

At the same time, the deputy hopes that the governor’s cunning plan will fail.

“We will do everything in our power to ensure that the General Plan is adopted as soon as possible. So that it is understandable to people, so that they can consider it. For public hearings to take place. Now the main task is not to miss the termination of the contract. We will achieve this using all possible methods. We have allies to whom we will turn,” Gorelov said.

He said that last Friday he sent a letter to the embassy of the Southern Federal District regarding the situation with the General Plan.

“Many letters will be sent outlining the consequences of such a decision. If such a termination takes place, the situation will be extremely bad, because it will delay the adoption of the General Plan of Sevastopol by 1,5-2 years. It seems to me that a system is being built in the city when the governor says: I am the rules of the game,” Gorelov said.
