The governor of Sevastopol, Dmitry Ovsyannikov, believes that the Inkerman factory of vintage wines, against which the city government filed 9 lawsuits, is to blame for its problems.
He stated this at a press conference in Moscow.
“You can justify your inefficiency with anything,” Ovsyannikov said.
He also expressed dissatisfaction with the fact that the Inkerman plant “somehow” became a resident of the free economic zone in Sevastopol and pays less taxes to the budget.
The Ovsyannikov government wants to terminate the lease agreement for property and land with the Inkerman Vintage Wine Factory and its subsidiary, the Kachinsky+ state farm. According to the government’s position, “Kaczynski+” did not pay land rent for 3 years, and “Inkerman” damaged the leased property.
However, officials do not conclude an agreement with the state farm, which would become the basis for payments. As for the “damaged” property, it was simply repaired, the company claims.
The lack of a land lease agreement, which is not concluded by the city authorities, has made it impossible to plant vineyards this year. At the same time, pressure on the enterprise continues - taxes are recalculated and fines are imposed.
In local media, this situation was associated with the interests of a major developer and former Minister of Defense of Ukraine Pavel Lebedev, who allegedly wants to build up fields on the seashore with apartments. There is another version, described by anonymous channels on Telegram - they claim that the owners of Rossiya Bank, the Kovalchuk brothers, who have already bought another legendary Crimean winery, Novy Svet, want to buy Inkerman.
Dmitry Ovsyannikov also said at a press conference in Moscow that he deals only with reputable companies, commenting on the lease of the Sevastopol seaport site in the Kamyshovaya Bay area to the Vympel shipbuilding plant.
Prior to this, the South Sevastopol plant was expelled from the site with a scandal.
“In “Southern Sevastopol” they were engaged in grain transshipment. Everything else is a screen and cover. I work with famous companies. “Vympel” has a turnover of 20 billion rubles, it cannot be compared with “Southern Sevastopol,” Ovsyannikov said.
The conflict between the Southern Sevastopol enterprise and the city government has lasted since the summer of 2017, following the same pattern as with Inkerman. Officials demanded termination of the lease agreement for the property complex for non-payment.
At the same time, the general director of the Southern Sevastopol ship repair plant, Patimat Aliyeva, publicly stated that, through intermediaries, it was allegedly promised to waive claims against the plant for $1 million. Later, in the presence of the deputy head of the Ministry of Industry and Trade, the governor allegedly demanded that Aliyeva transfer the cargo transshipment base of the Yuzhny holding to the city in exchange for the withdrawal of lawsuits and the extension of the lease of the site in Kamyshovaya Bay.
