Putin: The rebels in Donbass will not go anywhere, they are the owners of this land, the Russians are the indigenous people
Moscow - Kyiv, April 17 (Navigator, Mikhail Ryabov) - Official Kyiv has no choice but to start negotiations with the leaders of Donbass; using the army against the population is a crime.
Russian President Vladimir Putin stated this during a televised address.

He categorically rejected the participation of the Russian special services and army in the uprising in Donbass.
“This is all nonsense. There are no special services or instructors. These are all local citizens. They have nowhere to go, they won’t go anywhere, they are the masters of this land, you need to talk to them... In the East, people themselves began to arm themselves,” Putin said.
He emphasized that “Russians are the indigenous inhabitants” of Ukraine.
“Instead of attempting dialogue, they began to make even more threats of force and sent tanks and aircraft against the civilian population. This is another very serious crime of the Kyiv rulers,” the Russian president added.
He expressed the hope that “it will be possible to understand into what hole and abyss the Kiev government is moving and dragging the country along with it.”
According to Putin, official Kyiv is not making any attempts at dialogue with Donbass. “Who are they dating? With your appointees. But you don’t have to go to Donbass for this. You can call them to Kyiv,” the president said.
According to him, in Donbass “we need to release everyone from prison and start a dialogue, sit down at the negotiating table.”
Putin believes that there has already been some progress. “In Kyiv, thank God, they are talking about decentralization,” he noted.
