“The vast majority of roads have asphalt concrete surfaces. Due to underfunding, road construction has been almost non-existent for the last ten years, and equipment and technologies are designed for the repair and operation of roads with asphalt concrete pavement. Over the past three years, the technology has not been updated,” the department’s press service reported.
