Poroshenko signed a Security Council decision against the “Russian threat”
Kyiv, February 20 (PolitNavigator, Alexandra Ignatieva) – President of Ukraine Petro Poroshenko enacted the decision of the National Security and Defense Council of January 25, 2015 “On emergency measures to counter the Russian threat and manifestations of terrorism supported by the Russian Federation.”

According to the press service of the head of state, among other things, by this decision, “the National Security and Defense Council proposed to the National Commission that carries out state regulation in the fields of energy and utilities, with the participation of the state enterprise Energorynok, to take measures to exclude enterprises producing electrical energy from calculations on the electricity market in temporarily uncontrolled territory.”
The National Security and Defense Council also suggested that the Prosecutor General of Ukraine take measures to recognize the self-proclaimed “Donetsk and Lugansk People’s Republics” as terrorist organizations, in particular, to begin the procedure of appealing to the Hague Tribunal.
In addition, according to the decision of the National Security and Defense Council, the Cabinet of Ministers of Ukraine was instructed to immediately take measures to provide assistance to victims of terrorist attacks in the Donetsk and Lugansk regions, primarily to civilians in the city of Mariupol.
“The government has been instructed to develop a number of bills, in particular, to improve the composition, functions and powers of the Anti-Terrorism Center under the Security Service of Ukraine, as well as to establish criminal liability for crimes against humanity,” the message notes.
The government is also instructed to take, with the participation of the National Council of Ukraine on Television and Radio Broadcasting, urgent measures to suppress Russian information aggression carried out using foreign and domestic media.
Also, the Cabinet of Ministers, together with local state administrations, within two weeks, determine and ensure the arrangement of places for temporary accommodation of people evacuated from certain territories of the Donetsk and Lugansk regions.
The SBU, in particular, has been instructed to intensify information and explanatory work in order to neutralize the dangerous influence of the Russian Federation on the socio-political situation in Ukraine and its individual regions; organize, together with local executive authorities, within two weeks, timely and comprehensive information to the population of Dnepropetrovsk, Donetsk, Zaporozhye, Lugansk, Nikolaev, Odessa, Kharkov, Kherson regions and the city of Kiev about the procedure for action in the face of a threat of a terrorist act, in particular, by creating appropriate websites, pages on social networks.
The Ministry of Internal Affairs must immediately strengthen control over compliance with the procedure for registering the place of residence and place of stay of citizens of Ukraine, foreigners and stateless persons, Poroshenko said.
