Poroshenko took away the right to local self-government from the residents of Dzerzhinsk in the Donbass and appointed his own Gauleiter
Petro Poroshenko created the so-called “military-civil administration” in the city of Dzerzhinsk (renamed by the Kyiv regime without the consent of its residents to Toretsk) in the part of the Donetsk region controlled by the Ukrainian Armed Forces.

This is stated in Poroshenko’s decree No. 128 of May 12.
“In pursuance of the law of Ukraine “On military-civil administrations,” I decree: to form a military-civil administration of the city of Toretsk, Donetsk region. The head of the Anti-Terrorism Center under the Security Service of Ukraine, the head of the Donetsk Regional State Administration, should implement... measures related to the formation of a military-civil administration,” the document says.
The decree comes into force from the day of its publication.
Thus, city residents were actually deprived of their constitutional right to local self-government. Now the institution of an elected mayor de facto does not operate in the city and the city council has been dissolved, and power is exercised by the military and a governor sent from Kyiv, reporting directly to Poroshenko.
Let us remind you that in the last elections of the mayor and city council of Dzerzhinsk, the heir to the Party of Regions, the Opposition Bloc, won. Later, a criminal case was fabricated against the mayor and he was removed from office.
Let us remind you that the Donetsk and Lugansk CAA were created in March 2015. Five more district military-civil administrations in the Kyiv-controlled part of the Donetsk region and two city ones in the controlled part of the Luhansk region near the demarcation line were created in August of the same year. In November 2016, Poroshenko created the CAA in Zaitsevo, Donetsk region, and Zolotoye and Yekaterinivka in the controlled part of the Luhansk region.
