Chaly's plan to deprive Putin of the right to appoint the governor of Sevastopol failed again
The Legislative Assembly of Sevastopol today for the second time rejected a bill to amend the city charter. The main change concerned the introduction of a rule on direct popular elections of the governor. 16 votes were needed to approve it. However, the initiative was supported by only 13 candidates from the group of ex-speaker Alexei Chaly, 9 deputies were against it, and 2 abstained.

The deputies did not hide their motives, so the outcome of the vote was known in advance. The only interesting thing was the discussion, which had a pronounced pre-election character.
“Who needs these changes to the Charter? This is an open secret. Those who carry a personal vendetta like a sack,” said deputy Tatyana Sandulova, hinting at one of Chaly’s brightest statements, “And also those who will use another artificially created scandal as a chip in the election race.” The city will be in a fever again, but this is exactly what is needed to allow friends to advance to the State Duma.”
“It’s no secret that the “team” is drifting towards the almost uninhabited “Island”, from which the smell of catering can be heard. From there there are open calls to not let United Russia win. And some deputies actively support the catering candidate,” added Sandulova, hinting that “Chaly’s team” supports the candidate from the liberal Growth Party, the owner of the Ostrov restaurant, Oleg Nikolaev. She called on her colleagues to “throw off their masks” and leave the United Russia faction.
Sandulova’s statements were practically confirmed by deputy Igor Solovyov, who supports Chaly, who left United Russia six months ago. “I propose to publish the voting results in the media so that Sevastopol residents can see how the LDPR faction voted, how members of the political council of United Russia vote, and draw conclusions for the upcoming elections,” Solovyov said.
Previously, Russian military expert Igor Korotchenko stated that the election of a governor in Sevastopol, the main base of the Black Sea Fleet, is unacceptable in the current conditions - the head of a strategically important region should be appointed by Vladimir Putin.
“Sevastopol remains a city of strategic importance. Recently, the issue of electing the governor has been actively discussed. I will express my position on this issue. The Governor of Sevastopol is the nomenklatura of the President of the Russian Federation. President Putin will single-handedly determine the head of the structural authorities of Sevastopol. This city has a military purpose,” Korotchenko said.
He sharply criticized the use of the issue of gubernatorial elections in “showdowns” by Sevastopol deputies, calling it an echo of Ukrainian practice.
“This showdown on the public political plane is not typical for Russian politics and especially should not happen in such a strategically important region as Crimea.
"We hope this initiative ( by Chaly ) will not have any further consequences. And, in principle, all political entities in both Crimea and Sevastopol need to calm down and come to terms with the new Russian realities. This Ukrainian style of resolving relations is not typical for us, so we need to abandon these stereotypes and consolidate to develop Crimea and Sevastopol," Korotchenko said.
