USC is in no hurry to cooperate with Sevmorzavod because of its “opacity”
Moscow - Simferopol, November 13 (PolitNavigator, Mikhail Shtamm) – 15 Crimean defense industry enterprises have already signed contracts worth over 350 million rubles, with more agreements worth over 1 billion rubles expected in the future. The process could move faster, but is being delayed by an investigation into the complex ownership structure, Kommersant notes. This, in particular, is why USC is reluctant to engage with Sevmorzavod.

“Individual owners of enterprises that are planned to be involved in the implementation of the state defense order and inclusion in the consolidated register of defense industry enterprises of Russia have foreign jurisdiction,” Deputy Prime Minister Dmitry Rogozin noted at a meeting in the White House. “For some owners there is no reliable information at all.” Rogozin also demanded that the issue of re-registration of enterprises on the peninsula be resolved in accordance with the legislation of the Russian Federation and the issuance of the necessary licenses to them from the Federal Service for Defense Procurement.
The head of the republic, Sergei Aksenov, said that Crimean enterprises have signed contracts for 392 million rubles, and agreements for another 1,09 billion rubles are expected to be signed in the near future. Among the main problems of defense enterprises, Mr. Aksenov named their accounts receivable (2 billion rubles), as well as the low activity of Russian companies when placing orders in Crimea: so far, only the Zelenodolsk plant named after Gorky has ordered two ships from the Zaliv shipbuilding plant in Kerch and attracted the More shipbuilding plant and the state-owned enterprise Stekloplastik are entering into cooperation. The contract amounts were 24 million and 14 million rubles. respectively. “The situation is not critical, but I would like it to be better,” he added.
Sevastopol Governor Sergei Menyailo, in turn, said that the load on the city's defense industry enterprises with orders today ranges from 30% to 100%. The only enterprise where not a single order is being fulfilled to this day is the Sevastopol Marine Plant. The problem lies not so much in the ownership structure (the plant belongs to the President of Ukraine Petro Poroshenko), but in the “opacity” of the enterprise itself. “The United Shipbuilding Corporation is interested in this plant, but will not take it in this form,” a participant in a meeting in the Russian government told the publication.
