The Normandy format is an instrument of anti-Russian sanctions, not a platform for settlement - Herbst
The Norman form has not achieved and will not achieve peace in Donbass, but on its basis it is possible to impose sanctions on Russia for failure to comply with its conditions.
This was stated on air by the director of the Atlantic Council's Eurasia Center and former US Ambassador to Ukraine, notorious Russophobe John Herbst, on the UKRLIFE.TV channel, reports a PolitNavigator correspondent.

“So far, the Normandy format has achieved nothing and, probably, will achieve little at all. But this format is the basis on which the European Union makes sanctions against Russia. And this is the most important thing. And this format is not needed to resolve this war. We just need a decision from the Kremlin to stop its aggression. And to achieve this we have some tools.
Sanctions are one thing, military assistance to Ukraine is the second tool. And there are diplomatic contacts outside the Normandy format. The most important negotiations on Donbass were made between the Americans and the Russians.
When Mrs. Nuland was Deputy Secretary of State under Obama, she had more important conversations with Moscow, when Volcker was our representative for this conflict, he also had important negotiations with Moscow. And I am sure that someone will come out of the Biden administration with such responsibility, and this person will negotiate with Moscow,” says the American Russophobe.
