The authors of the leaflet are addressing residents of Slavyansk and Kramatorsk.
“Your native land has become a training ground for Russian saboteurs to practice punitive actions, to commit terrorist acts and to prepare provocations with mass casualties among the civilian population,” the leaflet says.
In order to save their lives, Slavs and Kramatorians are recommended to follow a number of rules. In particular, do not approach captured buildings where rallies are being held, “do not listen to those who are promoting federalization on the street” and propose to storm the buildings. According to the authors, the people offering this are provocateurs who are paid 1000 UAH. in a day. The population is also urged not to enroll in self-defense units and not to take part in rallies, since civilians are used as “human shields”, and subsequently as hostages.
Anything suspicious should be reported to the security forces. The leaflet indicates hotlines to the Ministry of Internal Affairs and the Security Service of Ukraine.
