Mogilev proposed a “plan for saving Crimea” to Ukraine
If the Ukrainian authorities consider the residents of Crimea to be their citizens, then they must prove this in practice by returning water supply from the Dnieper to the peninsula. This opinion was shared by the former head of the Ministry of Internal Affairs of Ukraine, the ex-chairman of the Council of Ministers of Crimea, Anatoly Mogilev, on the air of the 112 Ukraine TV channel, a PolitNavigator correspondent reports.
“Without water supply from outside, Crimea will dry out, because the northern and central parts of Crimea are practically waterless. Crimea itself is a geological structure with a lot of voids, it’s like a sponge. Therefore, there are no large reserves of water there. The most acceptable option is water from the Dnieper, which will help maintain normal water conditions in Crimea.
The question of making a decision to ban water supplies to Crimea. If we believe that citizens living in Crimea are citizens of Ukraine, and we are thinking about the further possible reintegration of Crimea into Ukraine, then we need to think about the people living there. And we understand that water is one of the most important components of human life support. Therefore, to say that there is a catastrophe there may be, but it can only be corrected by supplying water from the Dnieper to Crimea,” he said.
At the same time, the ex-official did not rule out the possibility that Ukraine will sell fresh water to Crimeans.
“Ukraine must enter into negotiations on this issue. We consider the Russian Federation our enemy, but we buy oil and gas from it and transport them through our gas transportation system. It’s probably worth moving to the economic plane and selling our water, receiving income from it. While now we are dumping this water into the Black Sea,” Mogilev said.
He assures that Crimea was included in the Ukrainian SSR in 1954 to ensure the possibility of water supply from the mainland.
“It was logical to join Ukraine, which, so to speak, is a small control arm. You understand that managing distant territory at such long distances is quite problematic. Plus, the resource that was in Ukraine could well be used to supply water to Crimea,” Mogilev explained.
