Menyailo rejected a compromise with Chaly on the issue of taxes in the SEZ of Sevastopol
Sevastopol, February 02 (PolitNavigator, Alexander Kononov) - The government of Sevastopol is not going to make concessions to the Legislative Assembly and will continue to push for its own version of the law on tax rates for residents of the FEZ in Sevastopol.

The decision of deputies to support a zero interest rate for business in the first three years is economically unjustified, while the 2% proposed by the government is based on joint calculations of the Ministries of Finance of the Russian Federation and Crimea. There can be no compromise here.
Sevastopol Governor Sergei Menyailo told reporters about this.
“We have resolved all the issues and after returning from the business trip we will submit them for consideration by the Legislative Assembly. There is no compromise. 2 – 6% as it was at the beginning. This is the best option, and we justifiably defended our position on this issue,” explained Menyailo.
This statement was made in the context of a difficult situation when the city government was forced to veto the implementation of the law on a zero interest rate for residents of the Free Economic Zone (FEZ), which was pushed through the Legislative Assembly through direct campaigning by Chaly and his inner circle among deputies.
“The point is not to have a low tax rate, but to relieve a start-up enterprise - one that is just getting started - from tax administration, because a small or start-up enterprise - it needs to survive, to become established, and not to engage in serious accounting. Nothing bad will happen to us,” Chaly told reporters immediately after the adoption of the zero rate, expressing his subjective opinion, which he increasingly passes off as the opinion of the Legislative Assembly when adopting or rejecting certain laws.
At the same time, the head of the Legislative Assembly assessed his own decision as nothing more than a “formula for the development of Sevastopol.” Commenting on his position to journalists immediately after the Legislative Code adopted a zero tax rate in December, he also emphasized that “at the stage of development, the income tax is negligible, and the budget will not gain anything from it.”
“But we really need to attract residents who are starting. Without this, the economy will not go anywhere,” he said, noting that the law on a free economic zone is a gift “that provides quite broad opportunities.”
At the same time, he explained that residents who want to work in Sevastopol will have to fulfill two conditions - deposit money into it - from 3 to 20 million rubles and pay a salary one and a half times higher in the industry, taxes from which will replenish the budget .
The head of the legislative branch noted that the most interesting industries from the point of view of the development of Sevastopol are the Hi-Tech industry, the processing industry, agriculture and tourism.
Let us recall that in the version of the government of Sevastopol, which also became the consolidated opinion of the Ministry of Finance of the Russian Federation and Crimea, 2% was assumed for residents of the FEZ in the first three years and 6% thereafter. In Chaly’s version, the ratio of the figures was 0 and 10%, which, according to the executive branch, deprives the supervisory authorities of the opportunity to exercise effective control over the activities of the resident, who will not have to report on anything for three whole years. Menyailo called this scheme an “offshore zone.” However, a person from Chaly’s “team” - deputy Vyacheslav Aksenov - responded to this to the governor through the media that the SEZ is already an offshore zone.
At the same time, the differences between Menyailo and Chaly, including on key issues, are noticeable to the naked eye and are becoming increasingly acute. Next up is the law on ineffective owners, which many see as a compromise solution to replace the law on the nationalization of land and property in Sevastopol. And if Chaly is categorically against nationalization as such, then Menyailo speaks out quite loyally on this issue, although he is forced to take into account the negative attitude of his main opponent.
