However, there is still no electricity, water and communications, according to the website of the Lugansk City Council.
Only the most necessary food products are on sale. For a long time, food, medicine and fuel have not been supplied to Lugansk. Also, salaries, pensions and social benefits are not paid.
Employees of city services have begun work to restore the infrastructure of Lugansk; preparatory measures are being taken to restore the supply of electricity and repair damaged power lines.
