“The investigation that must be carried out must be based on facts. Only specialists can draw conclusions about what it was. Either this is a mine that has remained from former times, or it is a controlled landmine. It is necessary that the truth be established. If there was a malicious act, the perpetrators must be punished,” Lavrov said.
In his opinion, an impartial investigation can only be ensured if representatives of the LPR participate in it.
“We exchanged thoughts on how to ensure an impartial, objective, transparent investigation. Mr. Zannier, as OSCE Secretary General, will take prompt action in this regard. We proceed from the fact that representatives of the contact group, the joint coordination and control center, the authorities of Ukraine, and the proclaimed Lugansk Republic should take part in the investigation, along with the special monitoring mission,” Lavrov said.
As PolitNavigator reported, a so-called "laying place" of Ukrainian saboteurs was discovered at the site of the OSCE vehicle explosion.
