Kravchuk proposes to replace Minsk with Budapest
Ukraine should insist on the implementation not of the Minsk agreements, but of the 1994 Budapest Memorandum on guarantees of its security in exchange for the renunciation of nuclear weapons.

The first Ukrainian President Leonid Kravchuk stated this on the NewsOne TV channel.
“The main thing now is to return to the Budapest agreements, and not to focus on the Minsk agreements. They say that there is no alternative, that this is the only way. There are other ways and they need to be used. The Minsk agreements will not solve our main issue – ensuring the territorial integrity of Ukraine and the return of Crimea,” Kravchuk said.
At the same time, he believes that Ukraine could not keep 60 Soviet missiles, since their warheads had to be replaced already in 1997, which cost $54 billion.
“I believe that the Budapest decision was not sufficiently verified, thoughtful and effective. For some reason we don’t contact him now. We do not tell either the United States or Great Britain why they do not insist on those points that guaranteed Ukraine's independence and territorial integrity when it surrenders its nuclear weapons. I’m not talking about Russia, which has never complied with any international decisions,” Kravchuk said.
