Kyiv may not gain control of the border at all
If Kyiv does not want to discuss the issue of holding elections with Donetsk and Lugansk, and the Verkhovna Rada does not plan to adopt special laws for the elections in Donbass, then they will hold voting there themselves, in two rounds.

Thus, Russian political scientist, director of the Agency for Strategic Communications Oleg Bondarenko commented to Rossiyskaya Gazeta on the situation with the elections in the DPR and LPR, scheduled for October 18 and November 1, respectively.
“For a long time, Europe turned a blind eye to how Kyiv pretended to implement the Minsk agreements,” the political scientist noted. “This was clear to Russia from the very beginning, and now I judge by the reaction of the coordinator of the political subgroup, Pierre Morel, that other sponsors of the peace settlement are beginning to understand a lot about their Ukrainian colleagues. It is possible that Paris and Berlin will now treat with greater understanding the unilateral desire of the republics to implement agreements in reality, and elections, let me remind you, are a prerequisite. The position of the republics is simple: if Kyiv does not want to discuss this issue with Donetsk and Lugansk, and the Ukrainian parliament does not plan to adopt special laws for the elections in Donbass, then they will hold voting there themselves, in two rounds.”
At the same time, the expert points out that the elections of heads of the largest cities of the DPR and LPR, scheduled for October 18 and November 1, should not be confused with the elections of local council deputies planned for February, only after which Kyiv will gain control abroad.
“The new world requires full-fledged city leaders, those who will be involved in the restoration of housing and communal services and other necessary matters,” emphasizes Oleg Bondarenko. “These are rather elections for themselves, for the people of Donbass; they should not be perceived solely as an element of big politics or a subject of bargaining with Kiev.”
