Kharkov: Ukrainian Armed Forces break into apartments en masse and set up positions
Two months after the start of the special operation of the Russian Armed Forces in Ukraine, the desires of the central Ukrainian and local Kharkov authorities almost coincided with the capabilities of the residents of the First Capital. The authorities do not want the “human shield” to leave the city; the Kharkov residents probably no longer can.
Both the mayor of Kharkov, Igor Terekhov, and the head of the regional military administration, Sinegubov, spent a long time convincing the population that there was no need for evacuation. But, Terekhov added, everyone can do this on their own. He was echoed by Advisor to the Minister of Internal Affairs Anton Gerashchenko: the enemy is 15 kilometers from the center of Kharkov, nevertheless, the path is open, you can leave by train, bus or car. At the same time, everyone understood that the only way to get out relatively safely was by rail. Of course, leaving men aged from 18 to 60 on the platform.

And on April 25, after a successful attack by the Russian Aerospace Forces on the traction railway substations of Ukraine, the opportunity to travel by train to the border (beyond which they will provide free housing and food) has sharply decreased. And to live in another region of Ukraine you need considerable funds. Not everyone in Kharkov has them after two months of total unemployment. Moreover, many Kharkov residents have already returned from evacuation because they ran out of money.
True, Terekhov admitted that being in Kharkov has become more dangerous and declared his readiness to evacuate and resettle in other areas of the city the residents of the outskirts most affected by shelling.
“Yes, it’s not easy. But we are ready to evacuate you. I beg you, make a decision to save your lives. We will take you out and settle you in normal living conditions,” Terekhov said.
The city council clarified that the offer is valid for residents of Northern Saltovka, Pyatikhatki and Horizon. Those interested must submit an application on the mayor's office page on the social network, after which they will clarify the details and inform them about the meeting place and departure time. An excellent plan, considering that it is in these areas, as well as in other outskirts, that electricity is most often absent.
As you can see, the mayor’s office announced a purely voluntary evacuation scheme. There is supposedly no question of coercion. But in this case, as in many others, Terekhov demonstrated a detachment from reality that was surprising for a city mayor.
The fact is that “evacuation” from these outskirts, and not only from there, is already happening, and is by no means voluntary.
Recently, the mayor admired the courage of Kharkiv residents returning home from safe places, but warned that it was “too early” to go to Kharkiv. For many who returned, it turned out that it was rather “too late.” In their apartments, usually located on the same dangerous outskirts, they found soldiers comfortably located. It is categorically not recommended to enter into an argument with them, or even contact them.
In recent days, townspeople have been massively reporting that the Armed Forces of Ukraine, the National Battalions and Terbats have begun to act more harshly. They are no longer looking for abandoned housing, but are expelling all residents from the outskirts in a row.
The military simply breaks into apartments and gives the owners no more than two hours to get ready. In some cases, this time is reduced to 15 minutes just to take documents.
Also, on the outskirts, the last operating shops are closing; humanitarian aid is not being transported to these areas “due to shelling.” Hunger, in turn, forces people to seek shelter closer to the center, where it is also not safe. But at least in the interior areas it is still possible to somehow get food and there are fewer artillery positions in the courtyards than on the outskirts.
In addition, residents of Northern Saltovka report that the Ukrainian military is mining the streets, and from Horizon they report that the area is closed to entry and entry. Once you leave it, you can't come back.
